AI for staffing firms. Faster fills, with a person on every decision.
AI can read resumes and job orders to suggest matches, draft job posts with the pay details Colorado requires, keep in touch with candidates between assignments and catch timesheet problems before payroll. Modern Thesis helps owners of staffing and recruiting firms put that to work, with recruiters making every hiring decision and Colorado's new AI rules in view.

What makes AI different for a staffing firm?
Staffing firms are matching businesses under time pressure. A job order arrives, and the firm that sends qualified candidates first usually fills it. Recruiters read resumes, check availability and call candidates, often for dozens of open roles at once. Between assignments, good candidates go to other firms if nobody stays in touch. Timesheets, onboarding paperwork and credentialing add more work, and the rules for job posts and hiring tools are getting stricter in Colorado.
Where does AI help staffing firms?
These are examples of what can be built, not past results:
- Read job orders and resumes, and suggest a ranked shortlist with reasons for a recruiter to review.
- Draft job posts with the pay range and benefits information Colorado requires, for the recruiter to check.
- Keep in touch with candidates between assignments and flag those available for new orders.
- Collect onboarding documents and track credentials and expiration dates.
- Check timesheets against assignments and flag missing or unusual entries before payroll.
What do Colorado's rules mean for AI in staffing?
Two rules matter. Colorado's Equal Pay for Equal Work Act requires job postings to include pay and benefits information,1 so any AI that drafts posts must include it. And SB26-189, signed May 14, 2026 and effective January 1, 2027, covers automated decision-making technology used in consequential decisions, including employment. It requires notice, an explanation after an adverse outcome, human review and record keeping.2 We design so recruiters make the decisions, AI's role is documented and records are kept. Your counsel decides what the law requires of your firm.
What does Modern Thesis do here?
Modern Thesis covers four disciplines with one team. In strategy, Jim Coleman and the team map how the work moves through your firm today. In people, we work with recruiters, account managers and payroll staff on training and incentives, so they use what gets built. In implementation, our AI specialists and Forward Deployed Engineers build the workflows and connect them to the software you already run. In stewardship, we stay to check accuracy, keep pace with new AI models and report the return against the baseline.
How does an engagement start?
Every engagement starts with a strategic assessment. We sit with the people who do the work, map how it moves through the firm today, and measure a baseline on the workflows that matter most: time to submit candidates, fill rate, redeployment rate, recruiter hours per placement and timesheet corrections per payroll. Then we rank the opportunities by return and define the first build. If AI won't pay for itself somewhere in your business, we'll tell you.
When is something else the better choice?
If your ATS's matching and messaging tools already work well, use them fully first. If the main need is resume search, a dedicated sourcing tool may be enough. If the main need is better writing and email, the ChatGPT or Copilot licenses you already pay for may be enough; our comparison of Copilot or ChatGPT and an AI partner walks through the difference.
How Modern Thesis handles this
We put AI to work inside xFusion, the 70-person company Jim co-founded, and then for several of its clients. For a staffing firm, we usually start with matching and redeployment, because speed to submit decides most fills. Ongoing stewardship has no set end date, and you own your data, accounts, code and documentation throughout.
Questions
Can AI screen candidates for a staffing firm?
It can read resumes and job orders and suggest a ranked shortlist with the reasons shown. A recruiter reviews and decides who to submit. Under Colorado's SB26-189, effective January 1, 2027, AI used in employment decisions needs notice, human review and records, so we build that in from the start.
Does Colorado regulate AI in hiring?
Yes. SB26-189 covers automated decision-making technology used in consequential decisions, including employment, starting January 1, 2027. It requires notice, an explanation after an adverse outcome, human review and record keeping. Talk to counsel about what it means for your firm. We design to support those requirements.
Does AI replace our ATS?
No. Keep it. Your ATS or VMS stays the system of record. AI works with it, reading job orders and candidates, drafting messages and posts and flagging matches. Where the vendor allows, it writes back to the ATS.
